CONTRIBUTORS TO DRAFTING
The Rights Advocacy Project (RAP) was founded in 2013 as a program of Liberty Victoria. RAP is a community of lawyers and activists working to advance human rights in Australia, with a focus on law reform. The project looks particularly at civil liberties and human rights issues which impact refugees and people seeking asylum, First Nations justice, criminal justice reform, economic justice, and government accountability.
RAP is run entirely by volunteers. Each program cycle RAP recruits lawyers, students, and policy-makers to work on law reform projects under the guidance of Liberty Victoria supervisors.
RAP's work has been used to develop resources to help campaigners, politicians, and institutions ensure that laws and policies are just and equitable for everyone. You can find out more about the RAP program here.
In 2025 the RAP team commenced drafting the Occupied Territories Bill, modelled on the Irish law of the same name. The bill seeks to end the import and sale of goods or services produced in illegal settlements, giving effect to Australia's obligations under international law.
The team have also reviewed and provided feedback on the Treasury Laws Amendment Bill, as part of the broader Red Lines Package.
Contributors to Advocacy and Strategy
Amnesty International Australia puts pressure on the Australian government to adopt laws that respect the human rights of all our citizens and to meet our international human rights obligations. It is the Australian section of Amnesty International, which, around the world, challenges injustice, stands with people and communities who come under attack, encourages governments and others to respect human rights, and raises awareness of the international standards that protect us all.
The Australia Palestine Advocacy Network (APAN), founded in 2011, amplifies the voices of Australians concerned about the ongoing dispossession of Palestinians and Israel’s human rights abuses. APAN’s membership includes grassroots groups, unions, aid organisations, and individuals from various professions committed to justice.
APAN’s work is rooted in equality and human rights, and spans advocacy, lobbying, community organising, youth training, and media engagement. APAN opposes all forms of discrimination, including anti-Palestinian racism, antisemitism, and Islamophobia, while supporting Palestinian self-determination and freedom.
The Jewish Council of Australia (JCA) is a registered charity made up of a diverse coalition of Jewish academics, lawyers, writers, and teachers with expertise in areas including Jewish history, human rights law, antiracism, First Nations justice, and politics. The JCA work with policy-makers, civil society organisations, politicians, and the media to provide an independent, expert Jewish voice that supports human rights and opposes antisemitism and racism.
The JCA also hosts community events and forums, as well as facilitating discussion groups and events for thousands of Jewish people around the country. The Jewish Council was created in February 2024 amid Israel’s bombardment of Gaza to provide an alternative to pro-Israel Jewish organisations. It reflects a growing movement of Jewish people in Australia, the USA, UK, Israel, and elsewhere in the world, who support Palestinian human rights.
