CONTRIBUTORS TO DRAFTING

The Rights Advocacy Project (RAP) was founded in 2013 as a program of Liberty Victoria. RAP is a community of lawyers and activists working to advance human rights in Australia, with a focus on law reform. The project looks particularly at civil liberties and human rights issues which impact refugees and people seeking asylum, First Nations justice, criminal justice reform, economic justice and government accountability. 

RAP is entirely run by volunteers. Each program cycle RAP recruits lawyers, students and policy makers to work on law reform projects under the guidance of Liberty Victoria supervisors. 

 RAP is focused on finding new ways to tackle social injustice, working in bold, rigorous, creative and strategic ways. RAP's work has been used to develop recommendations and resources for campaigners, institutions and politicians to be able to ensure laws and policies are just and equitable for every person. In 2025 the RAP team commenced drafting of the Occupied Territories Bill 2026, modelled on the Irish law of the same name. The Bill seeks to end the import and sale of goods and services produced in illegal settlements, giving effect to Australia's obligations under international law. 

The team have also reviewed and provided feedback on the Treasury Amendment (Divesting from Illegal Investments) Bill, as part of the broader Red Lines Package. 

Contributors to Advocacy and Strategy

Amnesty International Australia puts pressure on the Australian government to adopt laws that respect the human rights of all our citizens and to meet our international human rights obligations. It is the Australian section of Amnesty International, which, around the world, challenges injustice, stands with people and communities who come under attack, encourages governments and others to respect human rights and raises awareness of the international standards that protect us all.

The Australia Palestine Advocacy Network (APAN), established in 2011, amplifies the voices of Australians concerned about Israel’s ongoing human rights abuses and the dispossession of Palestinians. Our diverse membership includes grassroots groups, unions, aid organisations, and individuals from various professions committed to Palestinian justice. APAN’s work spans advocacy, lobbying, community organising, youth training, and media engagement, aiming to raise awareness about Palestinian rights and the path to justice. Our movement is rooted in equality and human rights. We oppose all forms of discrimination, including anti-Palestinian racism, antisemitism, and Islamophobia, while supporting Palestinian self-determination and freedom. We stand in solidarity with First Nations peoples in their struggle for rights and recognition.

The Jewish Council of Australia is a registered charity made up of a diverse coalition of Jewish academics, lawyers, writers, and teachers with expertise in areas including Jewish history, human rights law, antiracism, First Nations justice, and politics. We provide an independent, expert Jewish voice opposing antisemitism and racism and supporting Palestinian human rights. We work with policy-makers, civil society organisations, politicians, and the media, across the political spectrum, to advocate on issues of human rights, racism and antisemitism. We also host community events and forums, as well as facilitating discussion groups and events for thousands of Jewish people around the country. The Jewish Council was formed in February 2024 amid Israel’s bombardment of Gaza, to provide an alternative Jewish perspective to that provided by pro-Israel Jewish organisations. We have over 1,300 Jewish people who have signed on to support our statement of Core Principles, publicly listed on our website. The Jewish Council’s formation in February 2024 reflects a growing movement of Jewish people in Australia, the USA, UK, Israel, and elsewhere in the world, who support Palestinian human rights.
